On Tally, Wormhole Governance has a 1M voting power Proposal Threshold. The Proposal Threshold is the amount of voting power that an account needs to make a proposal. This means that you can either work with a delegate that has over 1M voting power or you post the proposal yourself if you have the required amount in your wallet.
Any KYC/KYB process will be done after the proposal successfully passes onchain.
It will require someone with 1,000,000 W voting power to propose. You can find a list of those delegates here, and you can reach out to one you already know or that you think supports this proposal.

Hey folks, sorry for the delay here. I thought I had responded. I think the proposal is generally good, although in general I’d want a little bit more specification around funds.
On a high level though, engagement isn’t very high for this proposal (June 27th original post date), so I’m not sure if it’s something the community feels very strongly about. Would there be any active oversight if this is the level of current engagement? I’m a little unsure about the claim that no onchain execution is required however. How else would you receive any funding?
While Wormhole Governance will approve or deny proposals for funding, the Wormhole Foundation will be responsible for administration (including performing KYC/KYB checks on funding recipients) and disbursement of the grants. There will be no onchain execution of the grants at this stage, given there is currently no onchain treasury.
Please note that proposals with onchain execution will not be accepted.
Hi @wormholefoundation, it has been a long while since we have tried to get a delegate to put the proposal up on Tally, but we have not been able to move forward with anyone yet. Can you connect us with any of the delegates so we can move forward as soon as possible.
